The European Union has approved a prohibition on offering <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto services to Russians as part of its tightening sanctions in response to what it considers a fake independence referendum in four Ukrainian regions. As a result of Russian invasion in February, the EU imposed a new round of economic and political sanctions on the country, including a tightening of an existing restriction that restricted <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto transfers to European wallets to €10,000 ($9,900).

The European Commission said in a statement on Thursday that after suggestions it presented last week were approved by EU states, the current limitations on <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto assets have been reinforced by outlawing any crypto-asset wallets, accounts, or custody services, regardless of the size of the wallet.

Russia’s effort to seize the areas of Donetsk, Luhansk, Kherson, and Zaporizhzhia prompted the restrictions, which aim to curb the price of oil that Russia may export. Previous <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto sanctions applied to Russian people, residents, and organizations, unless they were located in the EU, and went into force upon publication in the EU’s Official Journal.

Russian Efforts in the Cryptospace

However, Russia also seems to be making strides in the crypto industry, with the Bank of Russia and the Ministry of Finance working together on a proposed legislation to govern <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency <a class="lar-automated-link" href="https://www.goldshell.com/product/goldshell-al-box-%e2%85%b1/?campaign=cryptoupdate&gsaf=fehumarketing" rel="nofollow noopener" target="_blank" 8475>mining in energy-rich areas. Previously, in a report published at the end of January 2022, the Bank of Russia had called for a complete ban on all <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency activity, including trading and mining.

It would seem that the Bank of Russia and the country’s Ministry of Finance have reached an agreement that would allow for the transfer of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto assets across international borders. According to an article published on Thursday by the Russian publication Kommersant, Russia’s Deputy Finance Minister Alexei Moiseev claimed that the government department has agreed with the central bank on a rule that would enable people to transfer payments using <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency across international borders. The proposed amendment to the regulatory framework was ostensibly designed with the intention of giving Russian people access to digital wallets.

Moiseev said

“[The policy] generally describes how to acquire <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency, what can be done with it, and how it can or cannot be settled with it in the first place in cross-border settlements.”

Russian news agencies have been claiming that the country’s central bank has been discussing the idea of international <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency payments with officials from other governments. On the other hand, there are rumors that the Bank of Russia is against allowing <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency exchanges to legally do business and does not recognize cryptocurrencies as legitimate forms of currency.

On September 5, Moiseev stated that because individuals are establishing <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency wallets outside of the Russian Federation, it is essential to accomplish this in Russia with businesses that are regulated by the central bank and are required to comply with anti-money laundering and know your customer requirements.

Russian <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto Background

Russia‘s relationship with <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto has always been tumultuous. In the year 2020, the government passed rules that restricted the use of cryptocurrencies such as <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Bitcoin (BTC) for making financial transactions. Additionally, in July, President Vladimir Putin put a legislation into law that prohibits the use of digital financial assets as a form of payment. In May, Russia’s Minister of Trade Denis Manturov said that the country would “sooner or later” permit <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency payments.

Since Russia began its invasion of Ukraine in February, the government, corporations, and some individuals residing inside the territory have been subjected to harsh economic restrictions. On September 15, the United States Treasury Department added 22 individuals and two firms located in Russia to its sanctions list. The department said that these individuals and businesses have assisted the government in achieving its goals in Ukraine.

According to Cointelegraph, the Bank of Russia, which is the nation’s central bank, has reportedly stated that given the current geopolitical atmosphere, it is impossible to avoid making cross-border transfers of cryptocurrencies.

TASS, a local news site, reports that the Russian central bank has changed its mind on how it would regulate cryptocurrencies and legitimize them for use in international payments. This development was reportedly made public by the bank.

The Deputy Finance Minister claimed that they were going to legalize <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>bitcoin transfers between countries very soon. Alexei Moiseev highlighted the necessity for local cryptocurrency services in Russia by pointing out that many Russians use overseas sites to build <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency wallets. This highlighted the need for local <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency services in Russia. According to the source, this process has to take place in Russia, and it should include organizations that fall under the supervision of the central bank and are obligated to conform to Know Your Customer and anti-money laundering legislation, as stated by Cointelegraph.

<a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto Background in Russia

Russian authorities have always opposed the idea of embracing cryptocurrencies such as <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>bitcoin as a form of payment. In 2020, Russia implemented a key <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto rule known as “On Digital Financial Assets,” which prohibited the use of cryptocurrencies such as <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Bitcoin (BTC) as payment methods. This policy took effect in early 2021. The Bank of Russia has been skeptical of the concept of people making payments using cryptocurrencies like <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>bitcoin and ether since the Russian ruble is the sole form of legal cash in the country.

Late in the year 2021, the idea of using <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency as a method of payment was introduced in Russia. Then, Russian President Vladimir Putin commented that it was “still early” to use <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>bitcoin for the exchange of natural resources. It would seem that things have changed for the better as a direct consequence of the economic sanctions imposed by the West in response to Russia’s invasion of Ukraine. Later on, Elvira Nabiullina, the governor of the Bank of Russia, said that <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency may be used for international payments; however, this would only be possible if <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency did not penetrate Russia’s domestic financial system. In May, Russia’s Minister of Industry and Trade said that the country will “sooner or later” legalize the use of cryptocurrencies to make financial transactions.

Ukraine’s Central Bank, the National Bank of Ukraine (NBU), proclaimed last Friday that it had restricted <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto purchases. The Ukraine government has limited the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto purchases using the country’s local currency as part of efforts to prevent capital outflows amid martial law.

The president of Ukraine, Volodymyr Zelenskyy, declared martial law in Ukraine on February 24, when Russia launched its war on Ukraine.

Recently, last Friday, the Ukrainian Central Bank announced a series of restrictions on cross-border “quasi-cash transactions”. These transactions will involve <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency, and they are using its national fiat currency. As a result, the new limitation will restrict the local citizens from buying <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto coins with the national fiat currency, the hryvnia (UAH).

According to the NBU’s announcement, Ukrainians may now buy quasi-cash assets. These assets will involve digital assets, traveler’s checks, and forex accounts. The limit will be up to a limit of 100,000 UAH ($3,400) per month only with foreign currencies.

Moreover, Ukraine’s Central Bank has considered <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto purchases as “quasi cash transactions”. They are considered <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto purchases with operations such as travel payments, electronic wallet deposits, and foreign exchange transactions. The Central Bank has adopted restrictions on such transactions. The ultimate purpose is to prevent the “unproductive outflow of capital” from the nation amid martial law.

As per the NBU, “The relevant changes will help improve the foreign exchange market. This is a prerequisite for easing future restrictions and reducing pressure on Ukraine’s international reserves.”

The Ukrainian Central Bank acknowledged that the demand for international transactions has significantly increased in the midst of martial law.

<a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto’s Role in The War and Supporting Ukraine Government

Ever since the start of the war in late February, <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto assets have been helping to raise millions of dollars for Ukraine’s government as it fights off the Russian invasion.

From the beginning, the use of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto was part of Ukraine’s strategy. The government officials are using Twitter accounts to share details of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto wallets, where donations can be made.

Just four days after the invasion, Ukraine raised $10.2 million. And the success story continued. So far, the Ukrainian government has raised more than $100 million through <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto donations. <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Cryptocurrency has proven to be an effective and fast approach for the Ukrainians to get immediate funding for supplies.

<a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Binance <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency exchange has merged with the Association of Russian Banks (ARB). And this arguably bolsters its relationship with top financial institutions in the country.

As stated by a local media outlet, Prime, the onboarding of the trading platform into the banking organization was accompanied. Also, after accompanying, they’ve established a new department within the body.

This department is the Expert Center for Digital Financial Assets and Digital Currencies. As stated by the report, it will be led by Olga Goncharova, the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Binance Exchange’s Russia and CIS head.

Moreover, As a frontline expert in the digital currency ecosystem, <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Binance, through the expert Center, will supply members of the association with technical insights related to digital currencies.

Furthermore, in the report, the new “Expert Center” will help compile “professional opinions on the circulation of digital financial assets and digital currencies. They will provide members “with expert and analytical materials” on the topic of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto, as well. To provide “international experience.”

Role of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Binance in Association of Russian Banks

The role of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Binance is the key to the overall emancipation of digital currencies in Russia. ARB is a body that consists of about 290 banks. Despite the country’s largest banking organizations such as Gazprombank, Sberbank, and six others. They are not the members based on a recent fallout. Also, the organization still has a notable presence in deciding the direction of financial policies in the country.

Moreover, the Russian government has been lately analyzing its potential moves related to its engagement with <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Bitcoin and other digital currencies. While the Bank of Russia has suggested a ban option, their move has been being now under fire by some of the country’s local leaders.

To conclude, the bank has now resorted to banning <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Bitcoin <a class="lar-automated-link" href="https://www.goldshell.com/product/goldshell-al-box-%e2%85%b1/?campaign=cryptoupdate&gsaf=fehumarketing" rel="nofollow noopener" target="_blank" 8475>mining. Hopefully, this move will generally limit the circulation of digital currency in the country. Also, the ascension of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Binance to the ARB may change the narrative even in ways that cannot be deciphered at this time.

It has been suggested by the Central Bank of Russia to put a ban on making trading and <a class="lar-automated-link" href="https://www.goldshell.com/product/goldshell-al-box-%e2%85%b1/?campaign=cryptoupdate&gsaf=fehumarketing" rel="nofollow noopener" target="_blank" 8475>mining of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto. They will allow the users to own but it’s trading will be considered as illegal.

Banning of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto

As per the report of press conference, it was said that the trends, risks as well as measures of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto are risky and illegal. Russia should ban and it’s <a class="lar-automated-link" href="https://www.goldshell.com/product/goldshell-al-box-%e2%85%b1/?campaign=cryptoupdate&gsaf=fehumarketing" rel="nofollow noopener" target="_blank" 8475>mining and trading. It is also mention in the report that the various digital currencies such as <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto, <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>bitcoin and others are highly volatile. They are also use in various illegal and incorrect activities. Through offering the outlet of taking the money from the national economy, the risk undermining and making the job of regulator to be tricky.

Regulations

The job of the regulator for maintaining the various monetary policies to be difficult. Hence, the bank of Russia requires regulations and laws. Here, it is not suggest by the bank to own the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto through private citizens.

Trading and issuance through the financial infrastructure could also pose some risk to the financial stability of country. This is the reason to stop the usage of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto.

With the existing or the current bank for using the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto to make payment must be also introduce to sell and buy the goods and services.

Various investors of Russia should also not permit to make investment in assets. Also, no such Russian organization and even the infrastructure must used to perform various cryp transaction. It is now suggest to impose penalty for breaking the ban.

<a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Cryptocurrency mining flourished well in Russia and have also earned approvals from the government. After such disclosure, this also care in fire. Here, the optimal solution is about banning the <a class="lar-automated-link" href="https://www.goldshell.com/product/goldshell-al-box-%e2%85%b1/?campaign=cryptoupdate&gsaf=fehumarketing" rel="nofollow noopener" target="_blank" 8475>mining and trading of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto.
