According to an article published on Thursday by the Russian publication Kommersant, Russia&rsquo;s Deputy Finance Minister Alexei Moiseev claimed that the government department has agreed with the central bank on a rule that would enable people to transfer payments using <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency</a> across international borders. The proposed amendment to the regulatory framework was ostensibly designed with the intention of giving Russian people access to digital wallets.</p>



<p>Moiseev said</p>

On the other hand, there are rumors that the Bank of Russia is against allowing <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency</a> exchanges to legally do business and does not recognize cryptocurrencies as legitimate forms of currency.</p>

On September 15, the United States Treasury Department added 22 individuals and two firms located in Russia to its sanctions list. The department said that these individuals and businesses have assisted the government in achieving its goals in Ukraine.</p>

<p>Earlier this year, Binance received its Category 4 license as a fully functional crypto-asset service provider from the CBB.</p>



<p>According to the CBB, the biggest <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency</a> exchange in the world was awarded a license after successfully completing all of the organization&rsquo;s technological, operational, and security standards.</p>



<p>The first and only exchange to get a category 4 license is <a href="https://cryptoupdate.io/2022/03/15/binance-wins-the-licenses-of-crypto-from-bahrain/">Binance</a> Bahrain.
