In a recent column for the Kazakhstanskaya Pravda newspaper, Tuleushin emphasized that strategic policy changes and digital mining could set Kazakhstan as a frontrunner in regional blockchain innovation. He asserted, “If all obstacles were removed and digital asset trading was permitted throughout Kazakhstan, the impact could be substantial.”

Tuleushin further proposed nationwide crypto regulations, transparent crypto exchanges, and legal crypto ATMs. He believes that cryptocurrency mining companies could be instrumental in updating the country’s energy infrastructure, similar to the United States, by consuming excess energy and balancing the power grid.

The Vice Minister also suggested utilizing associated petroleum gas from oil fields to operate data centers, which would curb emissions while generating income for oil producers. Over the past three years, Kazakhstan’s crypto mining sector has already paid $34.6 million in taxes.

However, despite these advancements, the nation still grapples with largely unregulated crypto transactions beyond the Astana International Financial Centre (AIFC). Authorities in 2024 closed 36 illegal exchanges, froze $4.8 million in assets, and disrupted two Ponzi schemes.

Alongside, Kazakhstan is also developing its in-house central bank digital currency (CBDC), the digital tenge. Other Central Asian nations such as Uzbekistan and Kyrgyzstan are also adopting a positive stance towards the digital asset industry.

Both groups discussed how they would want to see the nation’s virtual asset markets develop in a secure environment and how they might work together to create a sustainable infrastructure for doing so. The Agency of the Republic of Kazakhstan on Financial Monitoring’s head, Zhanat Kaldybekovich Elimanov, signed the MoU with Binance’s representatives. The reason for signing was to establish a framework for mutual support regarding the circulation of cryptoassets and the exchange of information regarding the establishment and blocking of virtual assets obtained through criminal means. Binance has the industry’s best compliance policy, including anti-money laundering (AML) and international sanctions principles, as well as the ability to proactively detect dubious accounts and fraudulent actions. 

Binance’s Vice President of Global Intelligence and Investigations Tigran Ghambaryan recently presented a study titled “Cryptosphere Investigations.” In a recent study titled “Sanctions Evasion Using Crypto, Suppression of Criminal Operations,” Binance’s global sanctions department head Chagri Poyraz discussed these issues. 

To better combat cyber and financial crimes, the program seeks to strengthen ecosystem engagement with local and international authorities. By adhering to stringent compliance and AML protocols and cooperating with law enforcement, Binance has recently gained certification and registration in France, Italy, and Spain. 

Kazakhstan Crypto Background

Kazakhstan’s president, Kassym-Jomart Tokayev, said on September 28 that the country is prepared to legalize a cryptocurrency-to-cash conversion mechanism. At Digital Bridge 2022, Tokayev said that Kazakhstan would become a global leader in blockchain technology, cryptocurrency, and regulated mining. 

According to him, the Astana International Financial Center would be the testing ground for a crypto exchange that the Kazakh government has suggested legislative modifications for. Tokayev has predicted that if this kind of financial instrument can demonstrate its worth and safety, it will be legitimized. 

According to reports, Eurasian Bank and Intebix completed the institution’s first controlled crypto purchase using fiat. Thanks to this precedent, Kazakhs may now use their native currency, the tenge, to buy bitcoin. There is also ATAIX and the two largest banks in Kazakhstan (Halyk Bank and Altyn Bank).

The co-founder of Xive cryptocurrency mining firm Didar Bekbau speaks about cryptocurrency development. He said that the firm is shutting down a 2,500-rig mine in South Kazakhstan. He also pointed out the lack of sufficient electricity supply from the national grid. 

Bekbau commented: “It’s sad to turn off our mining farm in south Kazakhstan.”

Moreover, Bekbau stated that the south side of Kazakhstan is no longer a possible place for cryptocurrency mining activities. Due to the national grid and electricity shortage, it is difficult to transfer power from energy-rich areas in the north. Also, the southern part of the country is especially unprotected as the region lacks sufficient electricity-generating plants. Additionally, the national grid cannot accurately transmit electricity from the energy-rich northern region.

The co-founder of Xive cryptocurrency also said that it’s evident that mining in south Kazakhstan is not possible anymore. However, he did not mention if he is moving out of this nation entirely. 

In addition, Crypto miners such as Xive and Energex have been facing electricity issues since September because of the partitioning from the national grid operator of Kazakhstan.

The Asian crypto investment and trading platform, Bitfinex had been strategically planning to expand in new markets. The new investment exchange platform in Kazakhstan will be operating from the country’s national financial hub, the Astana International Financial Center (AIFC).

AIFC Fintech Lab will be monitoring and regulating the operations of Bitfinex’s new investment platform. The regulatory body was established by Astana Financial Services Authority with the sole purpose of monitoring and regulating crypto investment services in the country.  

In an interview with Coin Telegraph, Bitfinex Securities chief technology officer Paolo Arduino said: “The financial framework of the AIFC is based upon the best standards from developed financial centres such as the UK, Singapore, Abu Dhabi and Dubai. Kazakhstan is an emerging hub in Asia well placed geographically to service our Asian and European markets and it’s poised to play an important role in this emerging alternative financial system.”

“This meaningful step for the industry will widen access to a variety of innovative financial products, including notably blockchain-based equities and bonds, along with investment funds,” Bitfinex said in the announcement.

Bitfinex has already started moving forward with establishing KYC procedures for potential customers. Initially, the exchange will start by offering a trade of “Exordium (EXO), a security token representing equity and profit-sharing rights on Liquid Securities, a platform built on top of Bitcoin (BTC) sidechain Liquid Network,” reports Coin Telegraph.

The new STO platform will accept investment from investors from various countries across the globe. However, people from many countries are also prohibited from participating in Bitfinex STO. The new development is a part of the Kazakhstan government’s policy to welcome blockchain startups and crypto exchanges.
