Circle Abu Dhabi has recently achieved a significant milestone by obtaining regulatory approval to operate as a financial service provider within the Abu Dhabi International Financial Center. This advancement is a key component of the United Arab Emirates’ strategic focus on expanding its stablecoin and <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency capabilities.

On Tuesday, Circle Internet Group proudly announced its receipt of a Financial Services Permission license from the Financial Services Regulatory Authority of the Abu Dhabi Global Market (ADGM), the renowned International Financial Centre of Abu Dhabi. This development authorizes Circle to function as a Money Services Provider within the IFC, further cementing its presence in the region.

Circle Abu Dhabi: A Strategic Appointment

In conjunction with this regulatory approval, Circle has appointed Saeeda Jaffar as the managing director for Circle Middle East and Africa. Jaffar, who also serves as a senior vice president and group country manager for the Gulf Operation Council at Visa, will spearhead the strategic development and partnership endeavors for Circle in the region.

Jeremy Allaire, Circle’s co-founder, chairman, and CEO, emphasized that the regulatory framework in place sets a high standard for transparency, risk management, and consumer protection. He highlighted the importance of these standards in enabling “trusted stablecoins” to support large-scale payments and financial operations.

Regulatory Advances in Abu Dhabi

The ADGM has been proactive in granting licenses to a wave of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency companies. Recently, Tether’s USDt, the largest stablecoin by circulation, achieved a regulatory milestone in Abu Dhabi’s international financial center. Ripple’s dollar-pegged stablecoin, Ripple USD, also received approval at the end of November.

Moreover, <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto exchange Binance was awarded three separate licenses by Abu Dhabi’s financial regulator, enabling it to operate its exchange, clearing house, and broker-dealer services. This follows Bybit’s regulatory approval in the UAE earlier in October.

UAE’s Commitment to <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto Growth

The UAE Central Bank has been actively revising its <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency regulations, introducing new rules for decentralized finance (DeFi) and the broader Web3 industry in November. The Federal Decree Law No. 6 of 2025 now covers DeFi platforms and related services, requiring them to obtain licenses for operations involving payments, exchange, lending, custody, or investment.

<a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto lawyer Irina Heaver noted, “DeFi projects can no longer avoid regulation by claiming they are just code,” underscoring the UAE’s commitment to maintaining regulatory oversight.

Throughout 2024, the UAE solidified its position as a global <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto hub. In October 2024, <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency transfers and conversions were exempted from value-added tax, aligning with Dubai’s digital asset regulator’s stricter rules on <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto marketing. Additionally, Ras Al Khaimah Digital Assets Oasis was developing a legal framework for decentralized autonomous organizations.

Local regulators have also enforced compliance, with Dubai’s Virtual Assets Regulatory Authority taking action against seven unlicensed <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto businesses, issuing fines and cease-and-desist orders.

The Open Network (TON) Foundation has recently shed light on the progress of its proposed 10-year “Golden Visa” program. This comes in response to concerns regarding its collaboration with the United Arab Emirates (UAE) government.

In a recent press release, the TON Foundation stated, “No official Golden Visa program has been launched in partnership with the UAE government, nor has any governmental endorsement been provided to TON.” The foundation further clarified that the initiative is still in its developmental stages and has not been officially launched.

The foundation emphasized their commitment to creating a compliant, blockchain-based framework that could potentially facilitate access to residency pathways. They acknowledged that any offerings would be fully compliant with all relevant laws and regulations.

On July 6, TON Foundation, the independent entity overseeing the Telegram-focused blockchain network TON, announced plans for the UAE Golden Visa program. The proposal was for investors who staked $100,000 in Toncoin (TON) for three years and paid a $35,000 processing fee to receive a 10-year visa to the UAE.

The program’s partner, Peravel, a crypto-native travel company, stated that final approval of all visa applications would remain with UAE officials. The UAE government has also pointed out that digital currency investments do not qualify for Golden Visa eligibility.

CEO of Peravel, Ehsan Sattari, reassured investors by saying, “Peravel guarantees a full refund of all fees if an application is not approved by authorities, given that all documents are accurate and genuine.”

The UAE Golden Visa offers long-term residency to foreign nationals, granting them the right to live, work, or study in the country. It also provides a set of privileges like no need for a sponsor, ability to sponsor family members, and staying outside the UAE for more than the standard six months.

As of publication time, Toncoin traded at $2.78 with a trading volume of $317.6 million in the previous 24 hours. TON’s market capitalization stands at $6.9 billion, ranking it the 22nd most valuable <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency, according to The Block’s TON Price Page.

Recently, the United Arab Emirates (UAE) has responded to the Golden Visa claims made by The Open Network (TON), a blockchain spin-off of Telegram. TON had earlier announced a unique route to UAE residency, proposing 10-year Golden Visas to applicants who staked $100,000 worth of Toncoin (TON) for three years and paid a one-time $35,000 processing fee.

TON had confidently stated that applicants could secure their Golden Visa in under seven weeks from document submission to the Visa Office. The company also mentioned that its UAE-based partners would handle the visa processing and residency status confirmation.

However, a subsequent press release from the Emirates News Agency (WAM) clarified that The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), the Securities and Commodities Authority (SCA), and the Virtual Assets Regulatory Authority (VARA) had jointly stated that Golden Visas are not granted to digital asset holders.

The press release emphasized that digital currency investments are subject to specific regulations and are not related to Golden Visa eligibility. WAM urged investors to obtain information from reliable, official sources to avoid misinformation or fraud. VARA also clarified that TON is neither licensed nor regulated by VARA.

Despite the controversy surrounding the Golden Visa program, TON’s proposal had initially sparked interest in the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto community. The program had promised estimated annual yields of 3% to 4% on staked assets, an incentive for <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto investors. Furthermore, the Golden Visa would supposedly extend coverage to immediate family members, including spouses, children, and parents, without any extra cost beyond standard government fees.

However, questions have been raised about TON’s Golden Visa program, with critics noting that it isn’t an official partnership with the UAE government. In response to TON’s claims, Sigil Fund partner Joe HedgeHog stated, “3rd party provider is using TON as a proxy to help their clients get golden visa for entrepreneurs. They could have used FARTCOIN instead.”

The controversy comes as the UAE continues its push to become a leading destination for blockchain and <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto projects. Recently, the Dubai Financial Services Authority (DFSA), the financial regulator in charge of the Dubai International Financial Centre (DIFC), approved Ripple’s RLUSD stablecoin. The country is actively positioning itself as a leader in digital finance.

Contrary to circulating reports, the United Arab Emirates (UAE) has publicly refuted claims that it issues golden visas to <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency investors, specifically addressing rumors surrounding The Open Network’s (TON) recent UAE Golden Visa program announcement. This clarification was jointly issued by UAE authorities in a press release on Monday.

The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), the Securities and Commodities Authority (SCA), and the Virtual Assets Regulatory Authority (VARA) stated unequivocally that the country’s golden visa issuance does not extend to digital currency investors. The visas are strictly allotted within specific frameworks, mainly for “real estate investors, entrepreneurs, exceptional talents, scientists and specialists, top students and graduates, humanitarian pioneers, and frontline workers.”

In response to TON’s announcement of a program offering UAE Golden Visas through a $100,000 staking of TON tokens for three years, along with a $35,000 processing fee, VARA made it clear that TON is neither licensed nor regulated by the authorities.

The SCA reinforced its dedication to global financial sector regulation standards, stressing that “digital currency investments are governed by specific regulations and are unrelated to golden visa eligibility.”

The three authorities encouraged the public to exercise prudence and to rely on official government websites for accurate visa requirement information. They also cautioned against engaging with unauthenticated advertisements or offers circulating on the internet.

It’s worth noting that TON did not claim to partner with the UAE government. The program is essentially a third-party service utilizing TON’s token, Toncoin, to aid customer qualification.

Following the program’s initial announcement, Toncoin surged 13% to over $3, but fell to $2.8 after the authorities’ clarification, according to TradingView data.

The Open Network (TON), a blockchain venture springing from Telegram, recently launched an innovative route to obtaining UAE residency. The scheme promises a 10-year Golden Visa to those willing to stake $100,000 in Toncoin (TON) for three years and pay a one-time $35,000 processing fee.

“Get your Golden Visa in less than 7 weeks following document submission to the Visa Office,” stated TON on Saturday. The company also assured that UAE-based associates would handle the visa processing and residency status verification. It’s worth noting that applicants will maintain control of their stakes via a decentralized smart contract that can be verified on the TON blockchain.

In addition to the visa, the program also offers an estimated annual yield of 3% to 4% on the staked assets, providing added motivation for <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto investors. Their Golden Visa includes coverage for immediate family members like spouses, children, and parents, with no extra charges other than standard government fees.

The usual UAE Golden Visa routes require a minimum investment of $540,000 in non-liquid assets. TON’s scheme, on the other hand, brings down this entry point by 80%, requiring only $100,000 in staked TON.

Following TON’s announcement, Toncoin’s price saw a surge of over 10%. However, despite the recent increase, the token’s value remains down by over 60% compared to the previous year, as per CoinMarketCap data.

This crypto-based residency program is a reflection of UAE’s ambition to become a leading destination for blockchain innovation. The country has seen a surge in <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto companies setting up shop, thus strengthening its position as a digital finance leader.

Ripple Expands in the UAE with DFSA Approval

The Dubai Financial Services Authority (DFSA) has granted Ripple an in-principle license to expand its services in the UAE, giving the company access to new markets via the Dubai International Financial Centre (DIFC). This milestone strengthens Ripple’s end-to-end payment services across the UAE.

Ripple’s CEO, Brad Garlinghouse, praised the UAE for its regulatory clarity, stating that “Businesses thrive on clear regulations, and the UAE understands this need.” This approval allows Ripple to introduce enterprise-grade digital asset infrastructure to a wider audience, further enhancing its mission of providing faster, more affordable cross-border payment solutions.

This latest approval highlights Ripple’s strategic focus on the Middle East, a region known for its favorable regulatory landscape and expanding market opportunities across the Middle East, Africa, and South Asia. With its headquarters already established in Dubai since 2020, Ripple continues to position itself as a regulated global leader in blockchain-enabled payment services.

The UAE’s forward-thinking approach to <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency regulation is drawing significant industry players, such as Animoca Brands, which is reportedly eyeing a potential public offering in the region by 2025. Ripple’s continued investment in key infrastructure underscores the UAE’s rising status as a global financial hub for innovative businesses.

Ongoing Legal Battles with SEC

Meanwhile, Ripple’s legal struggles with the U.S. Securities and Exchange Commission (SEC) are far from over. The SEC may appeal Ripple’s recent legal victory, which ruled that XRP was not a security, leaving uncertainty over Ripple’s future in the U.S. Despite these challenges, Ripple’s expansion in the UAE underscores its global ambitions.

XRP is currently trading at $0.59, down 4% in the past 24 hours, and still below the critical $1.00 psychological threshold. Ripple’s ambitions, however, are clearly undeterred by current market volatility.

The Surge in <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Cryptocurrency Ownership in the UAE

The United Arab Emirates (UAE) is staking its claim to become the epicenter of the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency world. Remarkably, the UAE boasts the highest rate of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency ownership per capita, with more than 27% of its citizens now owning some form of digital assets. This impressive statistic is an indicator of the nation’s commitment to not only participate in but also to shape the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency landscape.

While the UAE tops the list, it’s closely followed by countries like Vietnam and Singapore, where 20.54% and 13.93% of the population respectively own <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto assets. On the other hand, countries like the United States, the Philippines, and Ukraine also make it to the top ten, suggesting a global uptick in <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency adoption. Unfortunately, some countries like Cuba and the Vatican trail far behind, with zero <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto ownership.

Interestingly, the UAE’s success is not a sudden phenomenon but the result of strategic steps taken over the years. Among these are the implementation of a conducive regulatory environment and fostering a business-friendly atmosphere, positioning the country as a haven for <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency enthusiasts.

Why the UAE is an Attractive Hub for <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto Activities

The United Arab Emirates has systematically cemented its status as a significant <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>cryptocurrency hub. This reputation is attributed to several factors, including a business-friendly regulatory framework and lucrative economic incentives. The country’s welcoming attitude towards <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto has made it a hotspot for traders, investors, and startups looking to capitalize on the burgeoning market.

Henley & Partners, an investment migration consultancy, recently released the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Crypto Wealth Report. This report pitted the UAE against stiff competition like Singapore and Switzerland. Although the UAE lagged in some parameters like infrastructure adoption and other economic metrics, it stood out as a promising <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto destination due to its favorable tax regime.

Indeed, the UAE is pushing the boundaries of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto adoption and is rapidly becoming a force to be reckoned with. Its commitment to shaping a conducive environment for <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto businesses and investors alike makes it an attractive destination, setting the stage for a potential shift in the global <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto dynamics.

The Future of <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>Cryptocurrency in the UAE

While already a front-runner, the UAE shows no signs of slowing down. The country continues to innovate and introduce new regulations that aim to further integrate cryptocurrencies into its economic framework. Given the current trajectory, it wouldn’t be surprising to see the UAE emerge as the uncontested global leader in the <a class="lar-automated-link" href="https://accounts.binance.com/register?ref=42224911" rel="nofollow noopener" target="_blank" 4536>crypto space in the near future.
