Poland’s ongoing struggle to implement <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto regulations continues as the Parliament fails once again to override President Karol Nawrocki’s veto on the <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto bill. This persistent political standoff leaves Poland as the only EU member state yet to adopt the European Union’s Markets in Crypto-Assets Regulation (MiCA), set to govern <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto asset issuance and custody by 2024.

Parliamentary Standoff Over Poland <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>Crypto Bill

In a recent vote, Polish lawmakers fell short of the 263 votes needed to override the presidential veto, with 243 MPs opposing it and 191 supporting it, as reported by local news outlet TVP World. The bill, championed by Prime Minister Donald Tusk, aims to align Poland with EU standards, but President Nawrocki remains firm in his rejection, citing concerns over regulatory overreach, transparency, and burdens on small enterprises.

Concerns Over Market Safety and Regulation

Finance Minister Andrzej Domański has warned that the lack of clear regulations leaves investors vulnerable, potentially transforming the market into a haven for fraudsters. The absence of structured rules poses risks to both consumers and businesses, highlighting the urgency for legislative action.

Zonda’s Role in the Political Tension

The ongoing dispute has also entangled Zonda, Poland’s largest <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto exchange. Accusations from Tusk link the platform to illicit funding, sparking tensions. Zonda CEO Przemysław Kral has publicly refuted these claims, insisting on the need for legal measures to protect his rights. The situation escalated when he denied control over a <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto wallet allegedly containing $330 million, which remains with former CEO Sylwester Suszek.

This is the second failed attempt to overturn the veto after a similar event in December, followed by a reintroduction of the regulation, claimed to be an “improved” version. However, critics argue that it remains largely unchanged, and President Nawrocki has remained steadfast in his opposition.

Arizona’s Governor Katie Hobbs has turned down two legislative proposals involving cryptocurrencies, pointing to the “significant risk” surrounding the integration of volatile digital currencies with state funds and agencies. The announcements came on Monday, sparking conversations within the <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto community.

Senate Bill 1373 was among the disputed bills. The bill proposed the creation of a strategic reserve fund from confiscated <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto assets. However, Governor Hobbs vetoed it. She stated in her veto letter that she has already endorsed legislation in the current session permitting the state’s interaction with cryptocurrencies without jeopardizing the general fund.

Hobbs pointed out that the “current volatility” of <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>cryptocurrency markets does not make them a suitable fit for general fund dollars. Aside from the vetoed bills, the Governor recently signed House Bill 2749 into law, which sets up a reserve fund for unclaimed digital assets that can be accessed for future use with legislative approval.

SB 1024 was another vetoed bill. The bill proposed to allow state agencies to accept <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>cryptocurrency as a form of payment for fines or civil penalties. Governor Hobbs rejected this bill as well, citing the “high risk” associated with tying state agencies to digital currencies. This concern was recognized by lawmakers from both political spectrums.

Earlier this month, Hobbs vetoed SB 1025, which would have permitted the state’s treasurer and retirement systems to <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>invest up to 10% of their funds in digital assets. On the other hand, Hobbs approved HB 2387, which imposes strict risk-disclosure requirements for <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto kiosk operators.

HB 2387 mandates that <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>crypto kiosks provide clear warnings about consumer fraud, obtain customer acknowledgment of risks, and provide detailed transaction receipts. It also sets a daily transaction limit of $2,000 for new customers and requires 24-7 live customer service. This is aimed at preventing scams, especially those targeting the elderly.

Arizona’s Governor Katie Hobbs recently vetoed a bill that proposed permitting the state’s treasurer and retirement systems to allocate up to 10% of their funds into digital currencies like <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>bitcoin. She dismissed the idea of using cryptocurrencies as an unproven investment.

In a letter elucidating her veto, Hobbs, a Democrat, stated, “The Arizona State Retirement System is ranked among the nation’s top due to its prudent and well-informed investment strategies. The state’s retirement funds are not the platform to experiment with untested investments such as digital currency.”

The bill had bipartisan support, with two Republican State Legislature members co-sponsoring it, and both the Republican-led state Senate and House of Representatives approving it on April 26. Hobbs, however, had previously made it known that she wouldn’t sanction any new legislation until a bipartisan funding solution, which safeguards healthcare for Arizonans with disabilities, was passed by the state legislature.

Hobbs’ veto has drawn criticism from influential figures in the <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>Bitcoin community on X. <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>Bitcoin Magazine CEO David Bailey responded, “Impeach Katie Hobbs, she just let down Arizona.”

Other states, notably Iowa, Missouri, and Texas, are contemplating their own <a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536><a class="lar-automated-link" href="https://www.gate.com/share/CRYPTOUD" rel="nofollow noopener" target="_blank" 4536>bitcoin strategic reserve bills, although none have been enacted into law at this point.
